To understand a Problem, define its features:

  • Givens: the existing project conditions

  • Goals: the desired project outcome

  • Solution: the steps to take toward desired outcome

  • Ownership: the responsibility of taking the steps

  • Resources: skill, experience, material, equipment

  • Constraints: cost, time, rules, boundaries

 

To develop a Solution, follow these steps:

  • Define: develop a description of the total problem space and desired outcome

  • Deconstruct: separate the total problem space into smaller and distinct problems

  • Abstract: simplify the smaller problems by removing unnecessary detail group them by their common characteristics

  • Design: explore and select how the common characteristics can be adjusted to produce the desired outcome

 

To improve a Solution, follow these steps:

  • Analyze: investigate the site or system to identify the problems to be solved and requirements to be met

  • Design: explore and select an appropriate program configuration and utilization of project resources

  • Implement: construct the design with a clear focus on the ultimate goals of the project

  • Test: confirm the design meets its objectives by allowing the system to operate in the anticipated environment

  • Evaluate: compare actual performance with performance objectives to identify unexpected benefits and issues
